Hi Rajeshwari

When you click on "setup.exe"
there is a welcome screen
click "next"
next page, it asks "install from internet"
click "next"
next page, "root directory", default is c:\cygwin\
leave default (also choose "all users", "unix/binary"
click "next"
next page, local package directory,
use default, click "next"
next page, direct connection
choose "direct connection", click "next"
next page, "available download sites"
anyone should do, but try ftp://mirrors.xmission.com/ works for sure
because I just used it
next page is where you select devel package
it says "devel <> default"
click on "default" so it change to "install"
click "next"
wait until it is finished.

end the installer
then start a shell
try to install dock
let me know the error message if it fails

Good luck
